Now terrorist Ari has shot Kate, the other team mates feel distressed, guilty and need to revenge their loss. Ari attacks again while Tony is in Abby's lab just when Gibbs walked in, so who was his missed target? While Kate's specter is still on the team's mind, her successor arrives, Mossad Liaison Officer Ziva David, who starts jousting with Tony, but also is on the phone with Ari. NCIS Director Tom Morrow accepts a post in Homeland Security, so Gibbs's ex Jenny Shepard succeeds him.
